The Downtown Development Authority of Flint was established in January of 1997. It was formed to "provide for the rehabilitation, redevelopment and revitalization of blighted areas in the Downtown".

The DDA's 10 board members and mayor-appointed director also manage on- and off-street parking, facilitate the beautification, and promote Flint's downtown district and what it has to offer.

The organization is involved - in some way or another - with practically every downtown development.
